You can sometimes get those samples of office-style carpets the hard horrible stuff, they seem to like that stuff for scratching at. Can just put it up low down on a wall.
Nothing seems to beat string, shoelaces, bits of paper, straws etc for playing in my experience. A tupperware box with some catnip and leaving one toy / shoelace in there for a bit on rotation l, swapping between them, really does the trick too:)
