This second group tends to shun regulation as an inherent evil either on the basis that:
* Regulation is unnecessary because they deny climate change can be antheogenic
* Excessive regulation = authoritarianism (which they will call communism or fascism depending on their personal bugaboos)
* Regulation stifles business and more business is always good
* The feeling too many regulations navigating daily life frustrating (whether they've actually encountered these regulations or not)
