Sandra (nprofile…ntra) I'm sure you're right. But, in a U.S. context at least, I think the more fundamental problem isn't the conflict between personal responsibility and organizational. The conflict is between people who see the problem and think it requires ANY degree of regulation to address vs. people who refuse to acknowledge there's a problem.
