If your monitor is flickering, like, globally, that's not temporal dither. Temporal dither is supposed to be spatially distributed, like this:

Note how the pixels alternate in a checkerboard pattern and the average brightness is constant.
If you are having problems with some sources and not others then clearly there is something wrong with the video processing implementation in your monitor in some cases... but yeah, that's not temporal dither. This is part of the problem, "it's temporal dither's fault" is practically a meme now and people blame it for all kinds of unrelated problems.
