On the other hand it's the whole "fentanil" thing. Mexico IS a "narco State", there's no doubt about it. The evidence is out for anyone to see, books like Los Señores del Narco detail how the security forces in Mexico work with, not against the drug cartels. But they KEY factor here is that the whole business is run and coordinated FROM THE USA.
There's ample evidence on this and I won't go deep here, but the US, and before the UK, are the main profiteers from drug prohibition and illegal trade
