This is by no means a unimportant issue, and might be better understood if you take into account two factors, on one side the integration of the Mexican economy into the USA that the NAFTA/USMCA brought. Mexico has the USA as it's main buyer and importer, so the leverage the US has in Mexico is absolute, a 25% tariff threatened Mexico with a full fledged recession.
There was simply no room for Sheinbaum to say "no", at most she could negotiate how to comply with Trump's demands, what she did.
