When I went to school at the ripe age of 7, we still used ink pens. Every desk had ink bottles. I had to use the blotting paper. A sheet of it was always included with every school notebook sold. At least I didn't need to use a quill and sand.
Even after ink bottles and pens were gone from schools, we continued to use them at post office, because for whatever retarded reason, they required customers to fill out telegram blanks in ink.
I "upgraded" to a fountain pen when my parents could afford one. And I think I continued to have one in university. But I only used it to write letters. University required much writing and a ballpoint pen was simply better for that. I could count on it when I needed it.
Note that early ballpoint pens leaked too. But they didn't leak in an absolutely catastrophic way, in which fountain pens leaked. The amount of paste they disgorged was limited, so it was easier to contain in a case.
