Your ISP (Internet Service Provider) is always there, and that means their DNS Servers are always there. In a VPN Tunnel, your ISP's DNS would only see encrypted traffic between yourself and the VPN. And since it would be encrypted, they wouldn't be able to know what sites or services you were using.
If your VPN is only masking your IP or if you have a DNS Leak, your ISP will see everything.
