And the median reviews that our authors have complete for our journal or related conferences is 6. I know many of the freeloaders and talk to them about what it would take for them to review; they say being forced to, and they’re willing, but they are not forced to. It’s certainly possible they will resort to violating ACM policy and their colleagues trust; it’s more likely they’ll just do the reviews.",
