So there was no point in making it more rigorous or binding.
His hubris was such that he assumed it would be 70-80% to remain, and then he could just tell the leavers to shut up for now.
If he had thought it would go as it has, he would probably have pushed a lot harder. Or more likely, just not held the vote at all, until he knew he would win.
