They created one set of regulations for sausage sizzles, one set for small-medium operators, and one set for Big Food. With carefully considered criteria for which set apply to who.

Again, GDPR might be a bad example to use for this discussion. It doesn't seem that hard or expensive to comply with. The industry is just beset by risk-averse lawyers, giving overly cautious advice.
