With policy, the devil is in the details. A one-size-fits-all policy means you either have to;
a) make it bulletproof enough to contain multinational corporations, and thus onerous enough to drive small operators to the wall
OR
b) make it simple and generous enough that small operators can afford to comply with it, creating loopholes corporate lawyers can drive a fleet of trucks though
