Spam definitely influences each relay's internals, but I don't think it does much to relay relationships. Cameri suggested relays could gossip about spam, which would mean some inter-relay structure and trust, but as you said - I see every nostr actor as an adversary, and so relay cooperation to fight spam seems like a counter-economic idea. It's in each relay's self-interest to reduce spam for it's clients and increase spam for others' clients, so inter-relay trust seems 'unnatural'. I'd say relays should be self-sufficient as much as possible in fighting spam, just like clients. Don't trust, verify )
