Some tremendous amount of PR and outreach work would be needed by SFPD to build any kind of relationship with the skate community. It would have been hard BEFORE the recent... events. Now? Just don't see it.
SFPD could try in 6 months and spend a year or two patiently building relationships. Having been involved in analogous/related stuff, though... don't hold your breath.
Given how massively popular the event is, and the amount of engagement (which can mean money) it generates, there's a major incentive for people to do it. And do it there.
If the City - meaning wealthy property owners, Mandelman and SFPD want it not to happen - they can blockade the street in advance. And then it will just happen on another weekend. Good luck with that.
