It is not impossible, it is just harder, maybe much harder task. And federation for that might not be needed, because fedi means that they are owners of data, but if data doesn't belong to anyone, then you don't need federation. Anyway that was not my point, fedi is just example, that we are limited with our tech and because tech is centralized we as admins have more powers than others that ideally we shouldn't have.
