Mexico might be a good place for the high elevation. Hawaii might be a good place for the water - water is great for blocking radiation and for travel. Mexico offers both on the west coast.
Another thought - sometimes I think, if I was going to establish a capital of the world, I'd probably choose Istanbul. But Baghdad or Jerusalem would also make good picks. That area is right in the middle of all the land, but also on the coast. Now, if that whole section shifts to the equator zone, then there's another big reason to put the global capital there - it'll be in the zone where you could have a stable space elevator. Three modes of transportation converging on one city - that's where an empire rules from. But if the shift doesn't happen, then Singapore is destined to rule the planet.
