It’s not just the kernel, it’s glibc, etc.
I don’t think AlmaLinux has settled yet on whether to support v2 instructions in EL10. Deviating from RHEL and supporting v2 would require more work. Then there’s EPEL.
We’re taking in the bifurcations of arm for minimal benefit on x86, in my uneducated opinion.
