We also have taxes on buying things (a "sales tax" here in the US) that affects the poor much more than the rich. Also a capped Social Security Tax, that affects the working poor and middle class in greater proportion than the rich. These taxes are anti-progressive.
I don't think it's "blame" to ask the rich to pay their fair share of the needs of society.
