You can say that was actually true of Amazon in the early days as well as Facebook and Google, but for every one of those there are thousands of companies that aren't growing at a rate that justifies a 25:1 return on cost savings, i.e., most companies are "short on growth ideas", as put by OP.
Of course it's great to have growth ideas that will turn you into a $1T company, but using that as a baseline for a rule of thumb seems a bit optimistic for most companies out there.
