if tons of states decided to succeed you'd just end up with fuedelism again and would be weaker geopolitically, the rise of nation states happened for a reason.

the issue I have with 1800s Mexico example is that it was the colonial age of land grabs and I don't it could be transferred 1 to 1, since anything went back then.
in the Russia context, one thing is for sure, if Kursk decided it wanted to ceede to Ukraine and some Ukrainians baked by the US took it over in a military coup, there's no way Putin would be having any of it. he'd crush them with troops and I don't think a single soul would have an issue. even I wouldn't and I hate Putin.
slight irony to that example is Ukraine has actually occupied part of the Kursk region and Russian army haven't been able to eject them.
