Re secession; yes, absolutely, a city or larger administrative division should be allowed to secede entirely or partially if its people wish to.
Re whole nation voting - no - to use a familiar example, why would Londoners get to vote on Scotland remaining in the UK? They don't live there.
People voting on what their neighbors can or cannot do is one of the blights of the modern age.
