As far as I know most distros are on Pipewire, minus Debian because it's, y'know, Debian. But yeah, I guess because the games are run in the Steam runtime they don't really have to worry about screen recording permissions even if Steam is being run in a container.
And yeah, the window placement specification is the first thing that comes to mind with Steam being on Wayland, but also there's a few stoppers on SDL support that I'm sure Valve is watching too. I'm also kinda iffy on the window placement spec for a variety of reasons, so I get why it's stuck in Wayland committee hell It does seem like it should be largely up to the compositor on where to spawn windows and apps shouldn't really have the expectation that they have complete control over their placement, but also the compositor could just ignore the spec (hello Mutter) so even if it got upsteamed into the xdg namespace it wouldn't really matter.
