Well, it is a balance because there are a bunch of feedback loops that can keep pushing it either direction.

If the CO2 levels drop, then the Earth gets cooler, ice sheets get larger, and more sunlight gets reflected, causing the Earth to get cooler still.

If the CO2 levels increase, then the Earth gets wamer, ice sheets get smaller, and more sunlight gets absorbed, causing the Earth to get warmer still. There's other feedback loops as well, such as the Earth getting warmer causing polar permafrost to melt, releasing stored methane into the atmosphere which is another greenhouse gas.

It ended up getting in its current position because there are even more factors that can influence the Earth's climate, such as the current temperature of the sun and the relative positions of Jupiter and Saturn, which can change where that balance is. That's how Earth's climate changed in the past.

The problem with the discussion on climate change is that there's a lot of alarmism, and a lot of doomsday predictions (e.g. the oceanic currents will stop) are probably not going to happen. The Earth will survive no matter what, and given how adaptable humans are, we should be able to survive as well. The problem is that it will be used as the excuse to start dumping africans into our countries as "climate refugees", which is really what the environmentalist movement is about.
