Some of it is a skilled job to do it well, and very easy to do wrong leading to timber rot,electrical fires (some insulation eats cables) massive outbreaks of often hidden black mould and other disasters. Some things like roof insulation and water tanks are a no-brainer. Windows likewise (but most places with leaky windows are trapped by conservation zones not funding).
Do you put the money and people available into new housing or into fixing the harder old ones?
