I don't think LibVirt manages the Linux physical host's ethernet connections and IP config on the network.
That is usually another service such as netplan, networkd, NetworkManager or or other service that would exist even if no virtualisation stack was installed.
Also, as the Linux host would be acting as a router, the prefix delegation (PD) requests would be configured on whatever is acting as the "physical wan" interface.
LibVirt can then distribute to guests.
