it's up to libvirt, because it's libvirt who creates and sets up and continuously manages the network. It could certainly spawn radvd/dhcpd behind the scenes, as an implementation detail (like it already spawns dnsmasq); I don't mean that the code has to necessarily live in libvirt.so. As a user, I want to interact with the network using libvirt APIs, without having to e.g. run radvd myself.
