"content": "I think the top to bottom anchoring rules will be a (limited) improvement too. In June this year, Premier League clubs voted to trial it, which is good news, but only Chelsea would have been affected had anchoring been introduced in 22/23. The next biggest spenders, City, would have been under the threshold. So not much practical change. The related squad cost rules (SCR) are already being phased in and should be fully introduced (replacing PSR) in 25/26.",
