The solution was wacky:
• Delete Finder prefs (https://discussions.apple.com/thread/8418684?sortBy=rank)
• Restart (Desktop still empty)
• Repeat this command (which I had already done earlier):
sudo chflags -R nohidden ~/Desktop

This cleared it and my Desktop is back. (I checked in a separate account and the Desktop appeared. It did not in Safe Mode.)
