I think some of the disconnect is that they aren't starting at "picking an instance." They're starting at "what is an instance? why would I pick one?" (followed by being confused when it's explained in technical terms they can't relate to anything they already know) and "what does federation mean?" and "how do you find things without an algorithm??"
It's hard to make a choice when you've only ever used sites that are, to the user, single instance and the whole space is moderated by one company/team/group. Fedi is not the path of least resistance for a majority of people. It's a mostly new experience. They're not bad people for not getting it or jumping into it right away. They're busy people with other priorities who, like most, just wanna get on with life.
There's an xkcd comic for this where geologists mention geology things everyone totally knows (we don't). When we know something we assume others must know at least a little of it.
