They're maintained as separate minor version branches. Right now Stream is effectively 9.3, while RHEL is on 9.2. Most updates happen in Stream first, won't get put in RHEL 9.2, but will be part of RHEL 9.3 when it is released. Some updates happen in both 9.2 and 9.3, usually near the same time but sometimes based on how something is implemented it might land in 9.2 slightly before 9.3.
