Due to retina displays, a lot of designers and companies don’t bother with smaller sizes anymore. Even Apple is iffy on it. Sometimes they go through the effort, others they just don’t.
Best practice is to fully hint each size, but everyone gets a little lazy, so they resize the artwork. There’s a couple ways of doing that. You can resize the artwork from its source, in which case you often get better results than if you resize the flat image, where the image is exhibits sharpening artifacts.
