My faith comes from the janky procedure I use to make it really sleep (e.g. based on battery charging rate):
1. Turn off Wi-Fi
2. Using an external keyboard and mouse (this is a laptop), click sleep
3. After mouse release but before display blank, unplug the USB hub for those peripherals
Then it will stay asleep until USB is plugged in again
