I definitely can't put myself in that mindset either. I'm not sure it's necessarily "they should pay for themselves", though, despite how it might often be phrased -- other than the straightforwardly selfish "I don't want my wealth to go to other people" stance, which is generally what it says on the tin. My guess is that the second group of people aren't inherently sadistic and actually want people to suffer, it's that they (unconsciously, hence the disconnect in what they say) feel like if other people no longer have to go through it then their own pain was meaningless and avoidable; they're stuck in the past rather than celebrating the future.
