I've personally experienced this bug dozens of times. It's fixed by either disconnecting the external screen, or a full reboot. Note, that if you re-connect the screen without a reboot the behavior persists.
Must be something in a sub-system that syncs external displays to video, then gets de-synnced in stand-by.
