The other thing OpenSats could do with their funds, to widen the number of developers receiving monies, without forcing them to accept grants, is to offer clear, well-formulated bounties that grant applicants and recipients are excluded from.
If you offer SomeApp bounties that are open to the SomeApp developers you are already paying, or who have applied for a grant, then that will discourage OtherApp developers from putting in the effort of reading into the SomeApp code base, since they know the SomeApp guys can just sweep down and take the money, while they stumble around, trying to find the right class to edit or reading up on some obscure NIP.
That just looks like an internal bonus system, or a way of nudging employees, not a genuine bounty system.
