It’s not one miner, it’s all unknown miners. Most miners from 2009-2012 were unknown, and obviously half of all Bitcoins were mined during that period. Unknown miners produce less than 1% of blocks these days, but it does still happen. The graph you’re displaying is just total blocks mined by unknown miners all time.
I will say, I’ve seen some glitches on mempool.space recently. Yesterday it showed some transactions pending with over 5,000,000,000,000 sats in fees, and then they disappeared when I refreshed the page.
