Idena has implemented the #shoeonhead concept as a separate blockchain. It validates users by requiring them to solve CAPTCHAs, ensuring they are real people. Once validated, users can run nodes. I haven’t check it thoroughly, but i read part of its whitepaper, and it seems interesting.
