because as of yet, h5n1 doesn't go person-to-person-to-person and so there is still time to avoid a global h5n1 epidemic/pandemic
if the US bothers to do the basic epidemiology / public health work to prevent it.
stuff like testing (which they are not doing at a federal level) and cattle/alpaca herd culls
