For Keller's side of the bet to be right, RISC-V would have to be completely dominant starting today or, if you're very optimistic, in maybe 2-3 years at the latest.
There have been two instances when AMD has significantly better price:performance than Intel in the datacenter and neither caused a switch to flip that quickly. You'd need > 2x price:performance as well as a win on pure performance to quickly hit that level of dominance and that doesn't seem like a good bet, IMO.
