It's a greeting/farewell/saying in Costa Rica. Sorta like "Aloha" in Hawaii. Think of it as passing on a piece of life philosophy everytime you greet or leave someone or a group of people.
This is my limited understanding of the usage but I'm sure it has a deeper meaning to actual Costa Ricans.
