Would be a minimum of 3 hours I think for a UK universal transport standard like that, probably more like 5 based on my area of the Highlands.
I.e A trip to the main hospital for an appointment can mean an overnight stay for folk from Lochaber due to poor transport links
NB - The report linked, while called "for the UK" doesn't use the word Scotland once in it's 85 pages, so I'm guessing (caveat haven't read it yet) they've not tested what universality actually requires.
