You're misunderstanding how this War evolved. Russia in the Beginning hoped Ukraine to fall within Weeks/Months like Abkhazia, South Ossetia and Transnistria did in the 2000s. All these Areas, especially Abkhazia, France tied to militarily intervene against Russia, but Russia was too quick. If you have a quick War for an Area you want to integrate, You want to be kind to the Civilians to integrate them quickly and keep Infrastructure alive. This Time, Western Aid arrived, and while, in the Long Run, Russia is probably going to Win, because it took so long and the War was frustrating for Russia, the former Rule of Respecting Civilians has been thrown out the Window.
