This is multi part, but I'm doing to to separate the images used and keep the topics focused.
First: what did clownpiece look like before Touhou 15?
There's actually an image of this in Alternative Facts showing that Clownpiece's design wasn't of the American Flag originally, in fact, there's very little white and the stripes are different. Her hat doesn't actually have polka dots too, so what gives?
Thinking about this I realized that Junko was the cause of this. She purified Clownpiece, which would have added a "purifying white" symbolically. The American flag motif story wise was just a coincidence, as the only conclusion I could find was that clownpiece was there on the moon and just decided to look like that to piss people off or naturally looked like an American flag, fairies can change clothes though so she probably decided that.
This explains the change from pre-15 story to touhou 15.
