I don't like the idea of this since I enjoy it mostly as it is but I do agree that certain spam events are an issue... perhaps one approach to this would be simply have the option to pay to join a relay with an additional fee for imagery. Make it flexible so the relays could tailor or disable the rule if they wanted to be more competitive or run free if they aren't experiencing any problems.
