I don't know the specifics for the BBC web page, but generally the way to disable "pinch to zoom" is Javascript code to capture pinch type events and then do something other than zoom or to simply ignore the events.
When the page captures an event, the browser no longer uses it to trigger whatever the default behavior would have been.
