okay so this new computer isn't done shitting itself.
The problem I'm having now is that random programs, particularly installers, are locking up when attempting to read random files. There's no particular pattern to it.

I have tried:
- disabling every file related utility I have runing
- updating drivers
- updating windows itself
- memtest
- repairing .NET installations

things I am going to try:
- windows corruption detection for the install itself
- disk sector scan

does ANYBODY have any ideas
