It all depends on the nephew's character. Is he a good guy? Do you usually get along, help each other and stuff? Then I'd go. If he's a duchebag in general, who ignores you 99% of the time, then decline. Maybe send some small gift. Or perhaps not because that could be more insulting than just declining.
