Funny, I was having an (unrelated) historical discussion with my dad about propaganda in history, and he made the point that the most successful propagandists are the ones who manage to be "all things to all men" - they instantly gauge their audience and tell them what that particular audience wants to hear.
Take women's sports.
Audience of woke dude-bros who would love an excuse to be misogynistic while still being on the right side of history? Tell them it doesn't matter if TIMs win everything, because exceptional physiology is the name of the game in elite sports and it's no different from Michael Phelps' wingspan or the preponderance of sprinters of African heritage.
Audience of women who've experienced sexism? Forced teaming, take advantage of their natural instinct to give everyone a fair hearing and emphasise that "women can be as strong as men"?
