Another concern I have with any sort of ban is the difficulty to enforce it, and how it would affect the law-abiding citizens. Oftentimes with bans it makes the good people have to change their lives, and criminals get the upper hand, until the ban trickles down and makes it harder for even criminals to get.
For guns it's a little different. At first you have lots of hiding of existing guns, and some snuggling of guns. But guns are really hard for your average Joe to make, so the ban does catch up and make it significantly difficult to obtain a gun as they break down and more guns are struggling to get in.
With dogs, anyone can breed them (and no one, Re: Ferals). When you have a vague description of the dog to be banned, you can also create the banned dog using not banned dogs. So your supply is infinite and readily available.
I honestly don't even think they care about the safety. XL Bullies are bred to be a lazy easy going pet version of the American Staffordshire, like how show labs are the lazy version of field labs. I'm betting all of these dogs they are labeling as bullies are mixed breeds at best. There are many more stranger aggressive breeds out there like the canary dog or cane Corso, which are becoming more popular. I think this ban is a way to take away more freedom (there's no breed standard in the UK for these dogs so they can say any dog is a XL bully cross) and to give money to insurance companies.
