The security dilemma: because you cannot know the true motivations of your enemy, if your enemy deploys weapons and troops near your border, you cannot know whether that is done strictly in defense or as a preparation for an attack. So you have to presume the worse that they are planning to attack and defend against that. This fundamental inability to understand each other leads to most wars. NATO expansion up to Russia, Russia invasion of Ukraine, US weapons in Poland, Russia moving troops near NATO border, etc.
